Hacker stopped from breaking into government databases

This is the brilliant morning of a sunday and we've breaking news that one of the army soldiers stopped a hacker, who planned to duplicate some sensitive files from the government computers. But the army soldier has taken action.

We moved with protection vest given by the soldier, then we went inside the City Hall, after that we got upstairs in light of the fact that the government computer office is located up there. At that point the hacker didn't know what was going on, as it was Sunday and no laborers were at the City Hall at that moment.
He hacked the CCTV cameras and the security officer thought that the CCTV cameras servers broke down temporarily, so he called certain individuals to fix them. On their way to fix the CCTV cameras they saw a person, who was later known as the hacker, but they didn't know who it really was. They let the security guard know about it, so he, without thinking, called the police, and they forwarded the call to the army. One of the army soldiers was in town close to the City Hall, coincidentally, he was the one who busted the hacker. We are sorry that we can't show the face of the security officer, as he asked to not be shown for personal reasons.
Then we moved to the government computer office, and the hacker was copy-pasting the fundamental files from the computer to his USB, and he was unarmed. The hacker was then taken under custody by the soldier without having to use any firearms.
He was sent to the police station, and we were allowed to go along. He was put in the investigation room, but we didn't know what they were talking about inside the room, because they didn't allow us to get inside the investigation room, but we were notified that he was put in jail.

Soldier

I asked the soldier about what was going on. He replied in positive that it was not a "big deal", and that I shouldn't worry, then the operation began.

We went inside the City Hall from the front entryway of the City Hall with the camera and weapons.

When we reached the government computer office, the hacker was doing his work and the soldier shouted "This is the San Andreas Army, put your hands up!" and the hacker put his hands in the air and he got cuffed by the soldier.

We went outside to the vehicle and he was taken in custody, then he was sent to the police station. The investigation took place in the interrogation room.
We are very sorry, as the soldier didn't allow us to show his face.

The soldier starts investigating about what the hacker was trying to do, by first of all asking him in the interrogation room. He was giving replies in negative, but at last he spoke up with the truth. Whatever the reason was, it was really serious, as the soldier began beating him and he was frightened. We still don't know what he was trying to do.

We now have a lot of questions.
What was the hacker trying to do?
Why didn't they allow us to go in with them?
Why didn't they tell us the reason?
Is our information in danger?
What is the government trying to hide?


We will try to cover up any news we get for you, citizens of Los Santos!

Nice! The hacker got caught! Was the hecker able to heck something before Army came?!

So, he was duplicating the sensitive files from the government computers to his USB, only, because there's no his computer to hack them.

I don't get the fact why the soldier shouted at him with 'drop your weapons while he was completely unarmed as you mentioned, Was he scared ?

As a police officer, I highly recommend to process him at the worst jails for trying to do that and they give that army member a reward, he helped Los Santos, while he is from an Angel Pine faction.
