not possible on GTA online, unable to script and it's more like TDM/DM, you just kill everybody with ceo mode or get killed.

There's GTA Multiplayer. Though it would be difficult to even maintain 15+ playerbase.

There are roleplay servers on GTA V. but not like lawelss. on GTA V they have only high RP level

yes, running a server on the base of GTA V is very difficult, would require 4 managements to work together
